viewed billing ordinance 894 and pay-
ment was approved.
Ordering rock and oil for the streets
was discussed. The council was in
agreement to order 200 ton of 1/2"
chips. A bid notice for hauling the rock
will be placed in the newspaper.
Cereal malt beverage licenses were
approved for Delaware Street Pub, J's
Jif-E-Stop and Jewell Grocery. Coun-
cil reviewed the 2002 city audit report
and approved the audit proposal for
2003 and 2004.
Items discussed were curb and gut-
ter and Christmas decorations. It was
reported the west office at the Commu-
nity Center will be vacant at the first of
the year. A building permit for a yard
fence at 103 Venango was approved.
Adolph reported on the Day Care
Center, a financial report was distrib-
uted. The center will hold a clean up
day on Jan. 4 and serve a fund-raiser
meal at noon on Feb. 15.
Great Plans Landscape has finished
planting trees in the park.
At the Jewell Apartment Board Di-
rectors meeting, the purchase of new
heating and air conditioner units was
discussed. The council instructed the
manager to get bids from the two Jewel l
firms selling such equipment.
New KSU research,
extension directors
take over Jan. 4
Kansas State University Research
and Extension administrators have
named Jim Lindquist the Northeast
Kansas Metropolitan Area Director and
J.D. McNutt as the Southeast Area
Director. The changes take effect Jan.

"After reviewing various adminis-
trative options in light of the budget
challenges faced by KSRE, we have
decided to combine administrative
l~adership for our northeast and met-
ropolitan counties," said George Ham,
interim dean of K-State's College of
Agriculture and director of Research
and Extension.
As part of the changes, Lyon and
Harvey counties will be added to the
list of counties that Lindquist adminis-
ters. With his new responsibilities,
McNutt will have administrative re-
sponsibility for 24 counties. Most re-
cently, he served as Nort~ast area
director.
The administrative changes do not
affect the KSRE area boundaries
(Southeast, Southwest, Northeast and
Northwest) served by area specialists.
"Implementing this model means
that Lindquist will have administrative
responsibility for 31 counties and 102
agents. We foresee Lindquist continu-
ing to haV~:'his office on (K-State's
Manhattan) campus in Umberger Hail,
while McNutt will be relocating to
Chanute," said Randy Higgins, interim
associate director of K-State Research
and Extension.
