now, harsh Federal controls will reach into our hom~ jobs, businesses, and schools, into our local and State elections.

You should know, through this bill you are to be struck by a $100 Billion Blackjack--almost the total Federal budget. Your tax
money is to be used as a weapon against you.
That is t~e meaning of the Civil l~ghts bill:
(1) It would amend every Federal law (hundreds of them) that deal with finandng so that each Federal department or
foa~ency could make its own ~tions to manipulate Fe~_nd funds: Each Federal department or agency would define
r itself what is 'discrimination ' and apply its own penaities (Sees. 60~-602).
(2) It would empower Federal political appointees--through the use of the blacldkt, eancellat~en of contracts, foreclosure.
and other punitive means--to use almost $100 billion a year to force our people to knuckle under to Executive dictation
(Sees. 601-602). You should know this.

Within its coverage the bill now pending in the United Stat~ Senate would:
(a) Allow l~ople to be jailed without trial by jury (Titles I, II, III, IV, and VII).
(b) Allow the government to hold Star Chamber m and to imprison those who disclose, without permimion, what
went on behind its closed doors (See. 501).
(c) Deny an individual the right to freely meek employment without Federal interference as to race or r~iglon--it would
deny this right (Titlea VI and VII).
(d) Deny the employer the right to hire, fire, promote and demote without Federal interference as to race or religion--it
would deny this Hght (Titles VI and VII).
(e) Deny to School Boards (public and private) and to colleges the right to determine, unhampered by the Federal govern-
ment, how their students and teaching staffs should be handled--it would deny this right (Titles IV, VI, and VII).
(f) Take from local and State oflldals fheir right, without Federal interference
To handle local and State elections (Title I);
To regulate local parks, swimming pools and other reereatioanl faciliti~ (Title III);
To regulate hotels, restaurants, motion-picture houses, stadiums etc. (Title II); and
To regulate employment practices (Titles VI and VII).

The bill now pending in the United States Senate would
(a) Allow each Federal department and agency to determine for itself what is and what is not "discrimination" (Titlm V,
VI, and VII)--the bill, itself, does not define the word.
(b) Allow each Federal department and agency to determine for itself what is and what is not "race" and "religion" (Titles
IV, V, VI and VII)--the bill, itself, does not define either word.
Therefore, there would be no uniformity of interpretation. What might be classified as a "discriminatory practice" by one a~W~',
might not be so classified by another agency.
